Impressions:
I remember seeing this on MST3K. It's always weird seeing the non-MSTed version of one of these movies. I miss having Mike and the bots to help me through it. This is a sleazy, low-rent B movie, but it does manage to hit that sweet spot of being really bad but still entertaining. I particularly like Anthony La Penna hamming it up something fierce as the villain protagonist's assistant. Jason Evers comes off as a real creepazoid as the aforementioned villain protagonist, which is a good fit given that he plays a real creepazoid of a character. The movie isn't well-written or well-acted, but you don't go into a movie called The Brain That Wouldn't Die expecting Shakespeare as performed by the world's finest classically trained actors. If you enjoy bad movies, this is fun enough. I recommend having expert help (i.e. Mike and the bots) or else you may have trouble getting through.
