Impressions:
When we start out, it seems really bad, almost as bad as it can get. Tsunemori is sidelined, Shimotsuki has been kicked upstairs and is now the section chief, and almost none of the supporting cast is present. That being said, I quickly warmed to Arata and Kei, who have a good team dynamic, and Shimotsuki has surprisingly grown into a halfway decent character. She's grown more reasonable, even if her personality remains rather twisted, and there's abundant pleasure in the fact that her new subordinates make every night a Tums festival for her. Rather than a singular antagonist, we have this shady organization called Bifrost that I'm honestly not that big of a fan of. Still, their games are somewhat interesting to watch unfold. While the past two seasons focused primarily on the psychological authoritarianism of the Sibyl System, now immigration is the big issue. I honestly can't think of any Japanese media I've consumed that really focuses on immigration. (Surely no real-world subtext there.) If that's not enough of a hot-button topic, we throw in religion, too, but that aspect doesn't get explored as much. There is the interesting notion of the Sibyl System making use of religion to achieve its goals. Arata's mentalist abilities seem a bit fantastical, but if we're going to be generous, we can just say it's portrayed the way it is for dramatic effect. The season ends on quite the cliffhanger, to be resolved in the follow-up movie. When I first looked at the episode count, it seemed like things were declining on the production side, but the episodes are double-length, so this is actually longer than the second season. In the final tally, it's a bit of a mixed bag, but I'd say there's more I liked about it than the second season. Give this one a watch.
