Impressions:
This is an odd place to be introduced to the To Aru universe, but that was the case with me. I would recommend starting with either A Certain Magical Index or A Certain Scientific Railgun to better contextualize the setting. It's an interesting idea to take a mass-murdering psychopath as your lead. Admittedly, there's a lot more to Accelerator than that and that's what makes it interesting. He's trying to reform but refuses to let go of his reputation as a villain. I do like that he's nerfed somewhat, even if his limitations only come into play when the plot demands it. I like the premise and the characters rather well, but the main storyline isn't quite as strong. If you like the setting and want to spend more time with Accelerator where he's not murdering Misaka clones or getting smacked around by Touma, it's well enough worth watching. Give it a watch.
