Synopsis:
Shimotsuki investigates a special rehabilitation facility for latent criminals in Aomori.

Impressions:
The fact that this is a Shimotsuki-centric story is going to be a turnoff to many. If it's any comfort, she's not at her worst here, but at many points she's still likely to grate on you. You can see her undergoing her transformation from the character we saw in Season 2 and the one in Season 3. She does get a few points. Probably of greater comfort to the average viewer is the time Ginoza gets to show off. In particular, he gets a good fight scene at the end. The case at the center of the story here is nothing exceptional, but it's interesting enough. This is the weakest of the three SS movies, but if you can tolerate Season 2, I'd say this is well enough worth a watch.
