Synopsis:
Former DEA agent Jack Ryan is the only one who can stop a cop killer turned cyborg supersoldier.

Impressions:
Jack Ryan (not that Jack Ryan) is back and ready to kick around fellow law enforcement in a roundabout way of getting to the bad guy. I don't know if he's supposed to have gone back to the DEA or what. This time around we're even farther from the title as we've got a cyborg cop killer, but no actual cyborg cops (unless one of the other cyborgs was at some point a cop, which is unlikely). The villain this time around, Starkraven (ha ha ha), doesn't have a patch on John Rhys-Davies' Kessler from the previous movie, but he's somewhat entertaining and I do like the greater scope of his ambition. (Though it seems a little out of place for him to rail against the oppression of cyborgs when he's only been a cyborg for a couple hours or so.) The female interest doesn't even come into focus until the third act, but I guess that doesn't matter so much. It's not a very good movie, but I found myself amused by its ineptitude. It's in the "so bad it's good" category for me and you may think the same. You won't be missing much if you skip it, but you may find enough entertainment value if you give it a shot.
